Wesley A. Payne, Ph.D.

Dr. Wesley Payne joined Three Rivers as the Vice President for Learning in July 2009, and became President of the college in September 2014. He previously served as the Vice President for Academic Affairs and Professor of Business at the College of Coastal Georgia. Payne has thirty years of experience serving as a faculty member and academic leader in community and baccalaureate colleges. In 2006, Payne was honored with the E-Award by the Louisiana Technology Council, is a two time winner of the Tennessee Board of Regents Distance Learning Innovations Award, and was selected for Who’s Who Among America’s Teachers three times.

Payne has been active in, and a frequent presenter with, national and regional organizations such as the Association of Institutional Research, the Southern Association of Colleges and Schools, the Accreditation Council for Business Schools and Programs, and the Southern Association of Community College Researchers. Prior to joining Three Rivers he was also a frequent consultant to colleges and universities in the areas of accreditation, distance learning, and learning outcomes assessment. He holds a Doctor of Philosophy in Leadership from Mississippi State University, a Masters of Business Administration from Embry Riddle Aeronautical University, a Bachelors of Professional Studies from the University of Memphis, and an Associates of Arts in Accountancy from Northwest Mississippi Community College. He and his wife, Dr. Maribeth Payne, live in Butler County.

Charlotte Eubank

Chief Financial Officer

Charlotte Eubank became Chief Financial Officer at Three Rivers in 2010 and is responsible for the college’s financial operations in addition to The College Store and facilities maintenance. Eubank first joined Three Rivers in 2007 as the Comptroller, overseeing the business office operations and internal accounting functions.

Eubank has more than 20 years of experience providing accounting, auditing, and financial services. Before joining the college, Eubank served in various financial positions for corporations such as FedEx Corporation, Fidelity Information Services (formerly Alltel Information Services), and Dillard’s, Inc. Eubank has also provided accounting, tax, and audit services with public accounting firms such as Coffman & Co. and BKD, LLP.

Eubank holds a Master of Business Administration from William Woods University, a Bachelor of Business Administration from the University of Central Arkansas, and has been a Certified Public Accountant for 20 years. She is a member of the American Institute of CPAs, the Missouri Society of CPAs, the Missouri Community College Association, the National Association of College and University Business Officers, and Community College Business Officers.

Eubank lives in Poplar Bluff with her husband, Daniel, and their daughter, Emma.

Dr. Maribeth Payne

Chief Institutional Effectiveness Officer, Accreditation Liaison Officer

Dr. Maribeth Payne, Chief Institutional Effectiveness Officer, Accreditation Liaison Officer (ALO), oversees strategic planning, policy, and regulation development, as well as regional accreditation compliance efforts. Dr. Payne began at Three Rivers in 2009. She holds a Doctor of Education with a specialization in Higher Education Leadership and Policy Development, a Master’s Degree in Human Resource Development, and a Bachelor’s Degree in Organizational Management.

Steve Atwood

Chief Technology Officer

Steve Atwood has been a member of the Three Rivers College team since 1998. He currently serves as Chief Technology Officer, with responsibility over all technology at the institution. Before coming to Three Rivers, he worked as Director of Technical Support for Blowout Entertainment and C&M Enterprises. Prior to his civilian career, he served in the U.S. Army as an Electronic Warfare/Intercept/Intelligence Systems Technician for 12 years.

Atwood holds a Bachelor’s Degree in Organizational Management from Hannibal-LaGrange University and an Associate Degree in Microcomputer Support Technology from Three Rivers College, as well as Novell Administrator and Engineer certifications. He possesses more than 32 years of technology experience, 20 years of technical management experience, and has received statewide recognition by winning the MCCA Technology Innovation Award in 2012, 2014, and 2018.

Atwood resides in Poplar Bluff with his wife, Rebecca. He serves as an Ombudsman for a local nursing home, and he and his wife are active in visiting and supporting local community nursing homes.

Sherry A. Phelan, Ed.D.

Dean of Instruction/Chief Academic Officer

Sherry A. Phelan, Ed.D. joined Three Rivers College as Dean of Instruction in 2021 after having served as Dean for Academic Affairs at Allen Community College in Kansas for three years. Prior to that, she worked as Director of Instructional Design and Faculty Development at Ozarks Technical Community College for six years and as campus dean at a private college for three years. Phelan has fifteen years of experience teaching in both secondary and postsecondary education, having taught traditional, online, and hybrid courses. In 2014, she received the Distance Learning Leadership Award from the Missouri Distance Learning Association and the Outstanding Faculty Award from the University of Arizona Global Campus in 2020.

Phelan holds a Doctorate of Education from Benedictine University, a Master of Arts in Teaching-Curriculum and Instruction from the University of Central Missouri, a Master of Business Administration from Baker University, and a Bachelor of Science in Biology from Southeast Missouri State University.

Phelan resides in Poplar Bluff with her family.

Ann Matthews

Dean of Student Services

Ann Matthews was appointed Dean of Student Services in July 2014. She began working for Three Rivers in 2009 at the College’s Portageville outreach center, becoming Assistant Coordinator for Three Rivers – Dexter in 2011, and Director of Three Rivers – Kennett in 2013. As Dean of Student Services, Matthew is responsible for overseeing enrollment, recruitment, financial aid, and student support services at the college.

Matthews has previously been employed by Falcon Door and Window, 3M, and Diversified Plastics. She holds a Master’s Degree in Business Administration from William Woods University and a Bachelor of Science Degree from the University of Missouri.

Matthews resides in Piggott, Ark. with her husband, Scott. She has six children, 13 grandchildren (number 14 is on the way!), 15 chickens, 6 ducks, three dogs, and a resident squirrel in an oak tree. She is a board member for Dunklin Caring Council and Delta Area Economic Opportunity Corporation.

Kristina McDaniel

Director of Human Resources
College Cabinet

Kristina McDaniel currently serves as Director of Human Resources for Three Rivers College, where she oversees all human resources functions for the institution. She has served as part of the HR team at Three Rivers since 2000.

McDaniel holds a Master’s Degree in Human Resource Management from Tarleton State University and a Bachelor’s Degree in Speech Pathology and Audiology from the University of Hawaii at Manoa, along with a Human Resources Professional certification.

McDaniel is a member of the Society for Human Resource Management, Missouri College and University Professional Association – Human Resources, and Missouri Community College Association.

She resides in Poplar Bluff with her husband, Mark. She has one son.
